This is utter nonsense. You would be far ahead of the game on understanding this issues if you ignored anything that had the words "Paul Krugman" on them. The man is a socialist ideologue, and lacks a shred of intellectual honesty.

That said, to begin with, the "measures" of Medicare and Medicaid admin costs don't take into account the fact that substantial portions of those costs are excluded because they are performed by other areas of government. For example, IRS collects Medicare's revenue.

More importantly, for any reasonable comparison you have to look at per-beneficiary administrative costs. The nature of the typical Medicare beneficiary is totally different from that of the typical beneficiary (Medicare beneficiaries tend to have large numbers of large transactions, so a "percentage" of cost analysis totally distorts the picture when you consider true admin costs).

But you knew that, didn't you.
