When hacking involves the public interest, does not damage private property rights, does not benefit the hacker in a personal direct way [other than as a participant in humanity's public interest], it can hardly be said to be hacking in any derogatory sense.

The National Security Agency does far more unethical hacking for personal gain, for sectional interests, against private property and against broad public interest.

The so-called "hacking" in question seems obviously a public good against a criminal conspiracy to defraud and do harm.
