"I think the current private system can change with suitable encouragement." From what I understand, France has such a system, but the insurance companies are strictly regulated and offer very similar polices. There is a "government option" for total welfare cases. The WHO rates their system the best in the world, but doctors feel underpaid. But, they still make house calls!
