The wait time might be three years, but that doesn't effect the people already in the program. The examples where for the receivers of the maximum benefits they may be entitled to. Not everyone falls in to that category, so in VA the average person would face less than the 75% to 125% marginal rates the article mentions. But the rates don't have to be that quite that high to be a major problem, and also VA isn't the highpoint on either state income taxes or generous income sensitive benefits.
