Nearly half the budget is for base operations and personnel, and with only a couple of exceptions the large military bases and concentrations of personnel are typically stateside. Furthermore, other portions of the budget like procurement and R&D, another ~$200B, is predominantly spent in the US.

In other words, if fiscal stimulus works well (a rather debatable point, but that's a whole different argument), military spending is "stimulus".
