Human "rights" are not mysterious. They are simply a collective agreement to socialize in a manner which furthers our inherent desires for safety and other fundamental urges (liberty, etc.) Because of the fact that people live together (in groups and groupings of groups) it is necessary (or at least self serving) to codify these desires for a "civilized" life into legal documents.

These rational gropings through time to satisfy immanent (or evolutionary, if one prefers) urges for, safety, security, liberty (and as we become more refined, more subtle values such as dignity) are consistent with the human condition and the degree to which reason has become the fulcrum of social balance and civilized interaction.

That is the whole story. This natural relationship between reason, self interest, and social agreement requires no sanction from any Higher Power. Philosophers have beaten the ideas of human rights into porridge and while we may pour hot water over any flavor of Quaker and get a meal...it is still the simple gruel I have explained in these 3 paragraphs. That is it.
