"They do have lower TANF grants"

TANF is a non-issue. The vast majority of individuals who get anything at all are under 18. So the typical recipient is a teenager with her baby and no family or any other support at all. Which is why Brazos county has a total of 7 families out of a population of 170k+ who receive it.

"but even in TX the effective marginal tax rates (counting loss of benefits as part of the marginal tax rate, which one could reasonably object to, but the effect on income is the same, so they are thrown together for this calculation, even though loss of benefits technically isn't a tax) are very high for people moving through this area."

Tim, have you ever studied epistemology? You seem like the type that would enjoy those sort of highly theoretical arguments with no basis in reality...

People, especially in those income brackets, don't sit down and calculate their benefits and the cost/benefit ratios. They do see what is on their paycheck and know whether it is larger or smaller than it was. And loss or reduction of things like Medicaid or SCHIPS benefits is not going to sway their decisions unless they or their dependents are chronically ill. And it is pretty silly to argue that it does.
