Simple enough. The available social programs are structured in such a way as to give no, or even negative incentives for those with incomes between $20k and $40k a year to increase their incomes. Which, I suppose, resulted in that wave of people in those income groups to turn down overtime, raises or job offers to make more money...

Actually, I don't have a real problem with the real thrust behind the article. Which is we should give some thought in overhauling the way we do social programs and get them coordinated to work better. But the way it was structured gets under my skin. It really doesn't make the problem easier to tackle by grandly waving your hands and making stuff up. This one is the equivalent of all of those Cadillacs that welfare recipients were driving around in...
