Well, at least in Albany, a lot of it is just poor planning... the suburbs have been allowed to sprawl out of hand (a lot of "white flight") while the poorest people are left in the cities, leaving the cities without much of a tax base, but still used heavily by those in the 'burbs. The cities are really left to fall apart with no plan for how to fix them other than to give money to politically connected developers that build boondoggles with no rhyme or reason. Yeah, the weather sucks, but a lot of people enjoy the seasons.
