Umm, Tim, did you actually talk to someone who works in the field? Government benefits programs are full of hoops and hurdles and are often mutually exclusive. Qualifying is not a matter of picking up the phone, and not many qualify for any program, much less all of them. And the whole argument is predicated on qualifying for most, if not all of them.
