No, I'd say its the reverse of that. Bugetary chicanery seems to keep going up, not down.

Just to be clear, the Medicare drug benefit was a pure giveaway with a gross cost greater than either the House or Senate health reform bills how being considered.

It was primarily a giveaway to the recipients of those drugs, although of course the drug companies benefit as they would with most ways to try to get the drugs to certain groups for less payout by those groups, without resorting to price controls or monopsony buying.
