Lloyd's and other companies sell to health insurers protection for cases when any of their customers run up extraordinary costs. By the same token, they could offer them insurance against losses which they stand to incur as a result of accepting people with pre-existing conditions.

A few months ago, I recall, we discussed here a suggestion along these lines. This would basically solve the issue of pre-existing conditions - and it would do so without the government getting involved. It would also help with portability.
