Lloyd's and other companies sell to health insurers protection for cases when any of their customers run up extraordinary costs. By the same token, they could offer them insurance against losses which they stand to incur as a result of accepting people with pre-existing conditions.


No doubt, they could acquire reinsurance for that situation, and even make money on it. But I do think something needs to happen to deal with those who are currently uninsurable for whatever reason.

Interestingly, the insurance companies even proposed, a while back, a means to that end. But that wasn't good enough, I suppose.
