I'm not enough of an economist to argue with the specifics of your case, Steve, but my guess is that Krugman is talking about aggregate demand and capacity, not specific industries. I suspect that some 2x4s (metaphor here) can be moved and some can not. Some workers can shift and some can not. Some new workers can start in different jobs than would otherwise be the case. So the job is to keep the new jobs coming, to keep wages and benefits up (both for social safety net reasons and for putting more money into the economy).

But I suspect we are discussing things at the level of basic assumptions now rather than application of assumptions. In which case, we may be at one of those agree to disagree moments.
