Tax policy for a $13tril+ economy shouldn't revolve around a $43bil a year program.

And if it did, well that represents only a bit over 1 percent of the 2010 proposed budget. So what we increase taxes by 1%? (Note one percent not one percentage point which would be more than a 1 percent increase)?
