What is it that the StrongArm technology/concept enables?

Is StrongArm worth so little to Intel that they would squander it - let it "die by benign neglect"? If they didn't use it because they didn't own the original intellectual property, does this mean that Intel won't use or isn't using technology liscenses as a means of growth?

What exactly would be the effect of such a policy? Wouldn't it slow down growth if liscensing of technology wasn't utilized as a strategy?

Is Intel locked into only utilizing it's own technology? I ask this question cognizant of Intel's many equity investments in other companies, like AVID, RSYS and RMBS.

Or - is it the fear of future litigation and it's avoidance that we are talking about?

BTW, who is ARM and what exactly is the ARM liscence?
