A worldwide trading transaction tax would be great, but it must be implemented everywhere. It will eliminate most computer trading that's responsible for a lot of the volume, a good part of the volatility and a good part of short term manipulation in financial transactions. Goldman Sachs wouldn't be happy, so I was not surprised that the US is the one that's preventing its implementation.
