(Couldn't they always just bring it up under 'reconciliation rules' in the Senate? That would only require 51 votes....)

Remember, that's how Bush got his tax changes passed in the Senate....

(And, memory is a little weak here..., might have also been how he got his deficit-expanding "Medicare part D" bill passed... I remember that in the House they held the voting open an extra hour or so past the deadline so they could twist enough arms to get the final vote flipped that they needed - in the first count they were going down to defeat because it was un-funded and hugely deficit expanding.)
