Apparently the LAW in Florida says that a suspect DOESN'T HAVE TO give a statement to the police... only required to show proof of insurance, vehicle ownership, and a valid driver's license (all of which he did).

After that it's just a minor no-alcohol-involved one car fender bender, no complaining witnesses at all, and a couple of high-priced lawyers and an over-worked got-better-things-to-be-doing local police force....
