This predates the Bush administration by years, when, in '95, HUD agreed to let "Fannie and Freddie get affordable-housing credit for buying subprime securities that included loans to low-income borrowers."

In 2000, consumer advocates warned of the upcoming problem with subprime borrowers getting trapped by lenders. Before Bush was even elected.

This issue was around years before Bush got here.
