This ECM system basically jams all the cell phone and any other signal that's being used to trigger the IED.

Sounds a lot like the "Warlock" system.

But it doesn't help against "hardwired" IEDs. That's much more difficult to root out, unless there's a wire showing, or you pick up a thermal signature of the operator sitting camped out waiting for a target to drive by.
