But it is.

Accepted by every court and every state and the federal government. (And the ONLY BIRTH CERTIFICATE that is provided by the State. No other choices.)

If you say it's 'not a legitimate birth certificate' then I have to ask: WHO (what official agency or authority) are you relying upon for a definition of what's legal and 'legitimate'?

Right now the State of Hawaii's paperwork fully complies with all the legal requirements established by the federal government, as to all of the various OTHER STATES who issue the exact same sort of documents.
