The correct word is "force", not "allow". Allow implies that the people want to but are not permitted or enabled to do something. Force implies that if they don't do it, they'll be in very big trouble so they had better do it, or else.

That's the sort of usage which demonstrates the malevolence and style of thinking hidden by the Greenhouse Effecters and now exposed directly rather than by implication from such usage and various actions. It's called dishonesty. Dishonest in one thing, they'll be dishonest in others.
