Cable and telco analysis shows that competition is not cable against telco. They compete on content delivery. Or how many HD channels or ondemand channels or speed of data transmission.

They share copper networks as demonstrated by Comcast piggyback on cablevision's copper network. Comcast is also buying into NBC Universal programming for better competitive position.

So, ARRS with a copper network attitude, have to make available telco copper network to share with other copper networks. Then provide content delivery equipment for different competitors.

This is bigger than fiber, especially when copper network can do oversampling to reduce noise.
