Not sure if you have heard of Six Sigma? It's the latest version of TQM.

In case you don't know those concepts swept through all of US industry in the late 80's and 90's. I've been on quality teams too - likely similar to what you describe. Though thats not what I do now. We don't have those type "teams" anymore. Where I am the quality effort is embedded in everything the organization does (which is as it should be), rather than having a "team" that is in charge of "quality", and our terminology is probably different than yours ("Six sigma" goes back a ways).
