There are zero percent who don't pay taxes. True some are excluded from Federal income taxes, but most low income folks pay a much higher percentage of their 'discretionary income' in taxes than the rich.

Besides that point 'public health care' doesn't mean 'free health care'; in fact the projection is that the premiums would be higher than private insurance.
