I believe Ronnie did send the gift cards and X-Box thingie. Which she desparately needed. I also believe he was in no way connected with the bribing developers. I believe this because their bribes for million dollar contracts would have to be much more substantial. There is no way I am giving out a city sewage repair contract for an X-Box and $630 worth of gift cards. You want to double that for starters and make it just the first installment.
