Had Obama led this effort and insisted that cost cutting be a priority then I believe we may have managed to get a decent plan. Everything depends on your design goals. They led with coverage which leads to a very different plan than cost cutting. The same will be true for any possible Stimulus II. A program which has a central goal of improving the US's future productivity through infrastructure investments will look very different than one which is dedicated to generating jobs. Slacker
