The actual strategy was "clear, hold and build". Under this strategy the "holding" stops when the "building" is complete ("build" refers to the concept of "building" a state presence).

And this is precisely how the war has played out. Today, the amount of real estate the United States is occupying in Iraq is almost immeasurably small (with the largest being Camp Victory, which is subject to return to the Iraqis at any time and presumably will be returned in accordance with the SOFA which Bush negotiated).

Any "holding" of land by the American military in Iraq has been purely strategic and temporary. Any land that America DOES end up occupying after the war will be an accommodation for the protection of Iraq, not some kind of imperial conquest as you two nitwits seem to contend.
