I was thinking if the entire nations cancer stats were all available in one place for decades why would anyone do a study with their own sample?

They were probably studying something else, something that the broader data didn't include.

Oh, the about 15% of diagnoses of breast cancer in the 40's age group, should be at least 17.5%.

I doubt that but I won't make an issue of it. 17.5% is close enough to 15% for rough estimates.

The reason I ratcheted down from 17.5 is that older women get breast cancer at a higher rate so you have to adjust that to discount the 35-40 cohort and give more weight to the 50-54 cohort. You can't just split the difference between the two ranges. 15 seemed about right to me so I used it (qualified with an "about") but it was just a guesstimate. Could easily be lower than 15. It definitely wouldn't be greater than 17.5.

Also the NCI SEER data isn't the statistics for the entire US population though it is large - its based on state and local registries and includes:

OK. Incorrect assumption on my part. But, again, close enough.

EDIT: BTW, sorry for the delay in responding. I spent yesterday reading SuperFreakonomics. It was so, so refreshing to spend time with folks who understand how to approach problem solving, analysis, and the use of data. I love those guys.

BTW, the book has a chapter on health care that should be read by anyone who believes we have a great health care system. Or anyone who wants to not sleep nights. :/
