Thats likely saying traditionally Dallas has been the city of Dallas ... but some folks see all of TX as Dallas. That would be folks who are geographically challenged. Ditto with Mecca being all of SA.

Note: Non-Muslims aren't supposed to be allowed entry into Mecca .... but there are loads of non-Muslims working elsewhere in SA.
