BUT at least it was well thought out and questions were asked. If only that had been done 8 years ago.

I assumed that would happen, given the set involved in the decision making and Obama's demonstrated decision making skills from the campaign. But I was surprised they were surprised it leaked. Guess they'll just have to learn. My guess is, also, that the decision making process was a good bit more scrambled than this version, still too many sources bent on protecting the president.

As for it happening eight years ago, it simply wasn't in the skill set of the relevant folk then. Cheney already knew what to do without thinking at all; and Bush just checked his emotions ("gut"). Actually, to be a bit more serious, the various accounts I've read of decision making in the Bush WH, it was less about the actual policy and more about gaining and protecting turf. The turf wars between Cheney/Rumsfeld, the State Dept, and the NSC seemed to always get in the way of making thoughtful decisions.
