Bush knew from day 1 what he wanted to do. Cheney had that all figured out. They started to put the team together with the help of "think tanks". They staffed DoD with "their people" and shopped for generals that do what generals like to do - go fight. When God gives you this terrific vision, you don't need to think. Everything can go on autopilot. No need to dither or to think.
