I want to keep an open mind one the abundance and economic rarity of various element, especially anything measured in parts per Billion.

Some relatively rare elements are associated with a major base metal, like germanium is with copper. Price of Ge germanium goes up, the Chilean mines add a few Germanium recovery circuits to their refining process, Ge shortage ends and the price drops.

A new use can drive huge demand for an element, like indium, which used in ITO, indium tin oxide, a semitransparent electrical conductor use in LCD displays.
