A religion which allows people to be forgiven if they are "really sorry" does not prevent wrong doing- it simply absolves people. There is no more religious community than a prison- but I can't say it makes prison a nice place to live.

What we really need are education programs to make people rise above superstition and animalism - and force them to think, and be responsible. And I would prefer a cosmology where people are not forgiven- the chains you forge in life are the chains you die with, and it's better to forge very few links you need to feel guilty about. That doesn't "sell" well, since no one really wants to take responsibility for their misdeeds, and everyone wants an indulgence- whether bought with a bribe or a tithe- but I don't see that making people better. There are plenty of stories in the news of religious people going nuts and killing their whole families, stealing from their churches, or their congregations, or pastors who played with call girls.

What people in the inner city need to learn are life skills and skills that would make them employable, and then we need to actually have employment for them. Since many are cognitively damaged by their diets or their environment, I'm not sure how we do that- unless government subsidizes some sort of menial employment for the close to unemployable. And then we need to give scholarships to the ones who are capable of escape, and ship them off to boarding schools- getting them out of the environment and breaking the cycle. Since this is a systemic problem that won't readily be solved by Jesus, I don't think it's likely to be solved at all.
