Psychopaths with absolutely no concern about the pain they inflict on others.

Plenty of that on Wall Street and Washington too, it's not something unique to poor neighborhoods. The number of assholes who have hurt millions in some cases in the pursuit of wealth and power is an even larger crime than inner city struggles.

But wishing that everyone would just be nicer is circular reasoning that goes nowhere. If no one was violent, there would be no war. If no one was greedy, there would be no theft and fraud.

But that's human nature and it doesn't change much. We can shape public policies that cope with it better, or stick with the nonsense we have now.
