They ARE good rules. They're practical and sensible, and without a deity or religious belief they remain so. The Golden Rule is found in almost all religions and most philosophies as well.

THe problem arises when people claim ownership and insist that everyone respect their source as the true one or when they apply it only to their ingroup. The rule needs to be universally reciprocal to work, regardless of source. This doesn't happen when, e.g., Christians say that humanists or atheists can have no moral compass without some external absolute authority. The concept is dead on arrival with that kind of judgmental rating system.
