Once again... never suggested that. You are putting forward a strawman.

WHAT I suggested was (the radically and traditionally CONSERVATIVE IDEA) of Paying As You Go.

Which obviously could include Cutting spending in other areas, or raising revenues, or even maintaining adequate surpluses and reserves to cover the occasional (though, ultimately, predictable) new emergency's cost.

(It's called "fiscal discipline"... like Moses used to recommend. Not exactly a 'new' concept. <g>)
