I disagree. Every law that's enforced strongly is in the end enforced by a death penalty. There is some distance from the passing of the law, or even its normal every day enforcement, but force, and eventually deadly force, backs up government attempts and imposing control and requirements on people.

Congress deliberately creates a situation where such deadly enforcement might be required when it adds to its control of the population. It also knows that such a situation might be possible. The woman nagging her husband almost certainly does not anticipate the reaction of robbing the bank, and isn't deliberately imposing a penalty or force on anyone.
