No it isn't. Majority rule doesn't equal consent. Two wolves and a sheep voting on what to have for lunch doesn't mean the sheep consented to be eaten.

Also "the rule of law" is questionable in this hypothetical case, since the laws behind the scenario are of dubious constitutionality.

See you in jail or move to Somalia.

Prison or exile are coercive punishments not elements of consent. Also the US government goes after American's for taxes even if they don't live in the US.
