I don't see any evidence of it as an attempt at a joke. If Krugman's first thought was 'oh good, relief for a group that indeed finds it hard to find affordable insurance', that's what he would have said, it seems to me. At any rate, this is too trivial to argue about, so I'm ready to let it drop and give K the benefit of the doubt. Besides that most people will take advantage of government gravitas if it's extended. We bought the furnace, didn't we? Why shouldn't K salivate over help with his insurance?
