I would provide for them a big trough of baked beans at lunch and some type of uncomfortable communal living quarters to encourage them to get off the government dole.

I think government work is great but no one should make a career out of it. It certainly should not come with pension and benefits outside of some military exceptions.

Here in Canada government workers form a type of aristocracy along with our French and Indians.
