Winning is defeating the Afghan Taliban from influencing Afghan life. The Taliban is already doing so in the Afghan villages. The fear of the Taliban coming back is serving as a barrier for the Afghans to coming out in support of the US troops.

So to chase those Talibanis in the rugged Afghan terrain is a very big challenge since no country has been successful in a military conflict. Even aerial strikes are not that effective.
