This program installed as derivative management tool, enables vested interests to multiply inventory willy nilly.

we know this places those using it as a reason for being, in a delicate situation.

We know this because the alliance partners are not in the legal position to perform the function, according to the programs purpose.

those who have embraced and are so engaged too finding self serving utility, by way of practical application of this function, didnt consider prevailing laws.
