Chevron always has the resources available to quickly make a large acquisition for cash or stock if it's priced right - sort of like Buffett.

The Chairman of XTO having lost his stake in his company was feeling vulnerable to a takeover, so he chose a friend - one who was the CEO of Exxon. There was likely someone else interested in acquiring XTO which prompted this. The price was somewhat high, but Exxon needed the reserves as their coal business now looks less valuable with CO2 sturm und drang.

Currently Chevron has no particular need to acquire more natural gas, so it gets back to the right price - one that's low enough.
