The cost of Russian NG is mostly transportation cost as NG emanate naturally during summer in Northern Siberia (BTW a great danger to global warming if temperatures continue to rise). So IMHO the Russian finances will be hurt as less taxes will move in Russian government coffers via Gasprom who will need to lower prices
