I'd be a fool to go over and clean my neighbor's house and yard before my own. So, I think it foolish to go outside the continent to do good deeds when they are needed here first

There's a difference between repairing a once nice house, and having your neighbor's garbage overflowing into your lawn.

How valuable is your home if you and your family are at risk of contagion from the roaches and other vermin from your neighbor's garbage pit that they call a home.

Everyone's property values go up when a collective approach is taken to policing the neighborhood and maintaining standards of living.

You can have the nicest house in the neighborhood and you're still at risk of all of your neighbors being envious and wanting to vandalize what you've built.
