To allow people to buy accross state lines means that they can avoid the minimum requirements in their State. For example, I understand Maryland requires that invitro fertilization be covered. If you do not think that is essential you could buy a policy in another State which does not have the requirement. Since Dean thinks the government should run our lives he doesn't like this. lj
