We may not be using the same frame of reference here, or at least not the same definition of "tax cut."

It seems that now days, "tax cut" means increasing the tax burden on those who pay taxes, and increasing the payments to those who DON'T pay taxes via the EITC and other programs.

So, I can understand why "tax cuts" might not have a very good multiplier.
