He'll pay a price for that too. A President can't pretend that he has nothing to do with his signature agenda item. But it's probably less bad for him than triumphantly passing a "reform bill" with four years of up-front taxes and no benefits. With no bill, the Democrats could blame the Republicans for their own internal dissensions. It would work with some voters.
